    In the past couple of years financial aid fraud rings have stolen billions of dollars of financial aid by manipulating the financial aid system at colleges and universities nationwide. “Straw Students” and “Pell Runners” are examples of two related and increasing phenomena that will be discussed. These students, through various fraudulent means, acting alone or with a team, enroll at colleges across the country, receive aid and drop out during open-enrollment.
